民航运行管理中心和气象中心工程及民航情报管理中心工程融合了大型数据机房、战术流量管理运行大厅、气象服务与预报大厅、业务保障、会商培训、生活餐厨等众多复杂功能，形成庞大的统筹协调与后勤保障综合体。设计以“民航引擎”为起点进行一体化设计，以空间造型为支点进行参数化设计，以功能需求为落脚点进行协同设计。在参数化设计平台基础上采用了橡胶支座隔震、BRB减震、冷辐射板吊顶等先进技术措施保障项目功能。本工程是民航“十二五”、“十三五”规划的重点基础设施建设项目，建成后将进一步提升我国民航的国际地位和影响力，成为世界一流空管运行管理体系的“一号工程”，成为全球三大运管中心之一。

Civil Aviation Operation Management Center and Weather Center Project and Civil Aviation Information Management Center Project integrates multiple complex functions such as large-scale data room, tactical management operation hall, weather service and forecast hall, service assurance, consultation and training and living, dining and kitchen, to form a huge planning and coordination and logistics support complex. It is proposed to conduct an integrated design with "civil aviation engine" as a start point, conduct a parametric design with space shaping as a supporting point and conduct a coordinated design with function needs as a foothold. On the foundation of parametric design platform, advanced technical measures such as rubber isolation bearing, BRB shock absorption, cold radiant panel ceiling are used to ensure the project functions. The project is a key infrastructure project in the "12th Five-Year Plan" and the "13th Five-Year Plan" of Civil Aviation. It will further promote the international status and influence of civil aviation in China, becomes "No.1 Project" of world-class air traffic control operation management system and becomes one of global three operation management centers after completion.
